Article 1, Section 8, Clause 17 gives Congress permission to create their own inner government from within their Columbia territory, and so they have after America lost its Civil War.

We have BOTH a Republic of the 50 states and a statutory democracy in D.C. Two classes of citizenship.

The same way govt extends protection over Americans even when you are out beyond USA's borders, their statutes apply to "residents" beyond D.C.'s 10 square miles.

All you have to do is identify as a U.S. citizen (Federal citizen) instead of a Citizen of your Union state. Just like that, you've naturalized yourself as a subject of their democracy instead of a freeman of our Republic.

As for me, I am a "domiciled" Arizonan. I am NOT contracted as a resident to the STATE OF ARIZONA CORPORATION. I am not a 14th Amendment Federal citizen. That inferior citizenship is for descendants of emancipated slaves and other paupers.
