They still exist but one by one each target is being removed and "removable" by way of more conventional weapons.
Compare to Texas where large swaths of infrastructure would assumably be targeted by enemies, making nuclear attacks more desirable. West Coast has the best chance due to rotation of the Earth + gradually diminishing military targets+presence even if L.A., San Diego, Sacramento and San Francisco are taken out.
