Often they could build if they wanted, but there is a long tradition of small local governments giving tax breaks, zoning leniency and other gifts to big companies because they think it will "help the economy"
One might be better served by giving such tax breaks to a glue factory, a glue factory would employ more people and not rise the electric bills.
It's not about permission: it's wanting handouts.
No tax breaks. If it's such a booming industry? Why do you need government "help?"
