I do see your point about "FOSS" and "FLOSS" - there's no technical difference in meaning except to clarify it means free as in freedom, as it always did.
It does seem (from my very recent research of the last few days) that there may be a difference in the communities using the two terms, and those using FLOSS seem to be more focused on the copyleft approach. This could be a fallacy, but it was my impression. Before writing I found this article that indicates the same:

It's why I said "if". I'm sure it isn't a clear line. But it seems to be potentially two approaches to the same thing.
