Yup exactly. It would function similar to local relays. The only difference with files being that you know exactly which one you want and then prioritizing this specific blossom server.
Thinking about it: It could be any arbitrary number of blossom servers to try fetching from BEFORE attempting a public one.
If all events + images/vids we watch are stored locally for a certain duration we can also keep using the app more easily when we're offline. And save massive amounts of bandwidth (==battery) in the process
