I.e.: in China everyone know who is the ruler, the same goes for Turkey, Singapore or UAE.
In many of those regimes, power is both more fragile and more effective, because the social consensus is more important for the establishment than in a "Democracy" where you can always blame the opposition or the previous government for everything that doesn’t work, and you can give the illusion to the subordinates that by voting, meaning changing the "rulers", things can actually improve.
