The pareto principle itself doesn't come into it, other than that 80/20 is always a good split I choose because of the principle.
But if you're saying that reducing the power and function of government by 80% hands that 80% of power to a 20% elite as bad or worse than before... I don't think that's the case because that 80% still enforces their power in that reduced government space following their own incentives rather than having central planners do it.
