I thought it usually wasn't very windy when it was that cold, but maybe it's just that it doesn't usually snow when it's that cold. 🤔

I'd need to know a few more things before being able to give a guess. How long can you usually stand without moving? Actually, that's my guess, about as long as you usually can stand without moving.
Having grown up in a cold place, I am aware that it's actually usually warmer to stand still than to move, cause there's less wind hitting me. However, if there's also wind, that might change the parameters. I'm still sticking with my guess though 🤗
