It seems COVID had some secondary effects that weren't considered.
For example: I suspect a lot of people realized how effective DOSing institutions is. Local attorneys I work with tell me that the court systems are completely gummed up STILL. That means more low level crimes get off, fewer prosecutions and more ambient chaos.
