Umm. Wouldn't it be better to put the wig under the hoodie?
I think it would help trap warm air better if it was under the hoodie than outside. Kind of like putting the hood of my ski jacket outside the helmet. My helmet has adjustable vents - I just leave them open because if it is cold, the jacket hood stops the air flow anyway.
