a person who stakes a large amount of coins makes the exact same APY as a person who stakes a small amount of coins. it doesn't matter where they are physically located and it can be done with cheap hardware that is available everywhere.
I would argue that the need to purchase commercial real estate in a location with the cheapest electricity, and fill it with rare specialized hardware, does a great deal more to make the rich richer.
