It's amazing that no one understands what Trump is doing. For the MSM it's deliberate, they want to portray him as erratic and flip-flopping.
If you read "Art of the Deal", Trump's standard negotiating ploy is 1) the Big Ask - make an unacceptable demand, 2) then "reluctantly" back off to the deal you really want, 3) if negotiations are going badly, threaten to "walk away".
