Depending on how it's implemented, that could be great: the Eurocrats get to feel that they have actually done something (even if it's useless in reality), so that they leave the question alone, at least for a while, while E2E encryption is safe.
But it wouldn't surprise me if they manage to turn even this proposal into mass surveillance or censorship of other messages somehow... I think that what they say is the reason and what is actually the reason for all this are completely different things...
