Rules have very little to do with government. There have to be when you have more than one person (and it helps for even one person) in the vicinity of each other. Part of the reason why "The West" seems completely a mess is because the Christian foundation that had built much of culture that was the common expectation of behavior (mostly for the better, IMO). Post-modernism and especially all the nutter Marxist post-modernists and their ilk have done a very good job of pulling down the walls of that great work.

Those sets of rules were part of what kept tribes together for so long, until those were ripped apart by the pulls of centralizing governments that couldn't function with their black-hole cities sucking resources from conquest of "others." (I am not ignorant of tribal conflicts, so please don't think that I am painting idyllic rose-colored vistas of a nostalgic past.)
