It's true. Solidarity existed before in not so obcious forms.
E.g. without welfare you'd have to pay your doctor/dentist directly (as you have been paid out 100% of your actual salary, net=brut) ideally in hard currency.
The doctor or dentist knows who are poor/rich clients...
It was common practice to charge with small differences as one wants to serve everyone, keep the business going & earn a good reputation.
And all this without bureaucracy and serving on a local level.
Solidarity is something deeply human and has been there for millenials.
Current welfare systems are enforced, anonymous, bureaucratic and thus inhumane.
They on the contrary feed injustice, jealousness & are intransparent and in many cases feed wrong incentives. They became an industry on their own.
