My guess is the way "the conspiracy" deflects in these situations is to assure the good Congressman that yes, answers are coming, but it's a process, you just have to wait, etc etc.
It's the "waiting for Godot" routine. A hard "no" means you pursue other options. A credible "wait for it" can keep people on the hook for a long time.
