There are far more requirements for EPA, it's focused on emissions output not fuel consumption. But yes, it's based on fleet weight/size. There is a reason almost all domestic car manufacturers stopped making/selling sedans and coupes over the past 5 years. There is also a reason why almost all cars made since 2020 are the same egg shape with wheels.

There was a somewhat accurate documentary about fleet emissions and why vehicles in the US got larger. The EPA emissions standards are impossible to achieve, by design, so like any sane business owner who wants to continue doing business, they pivot.

All to do with fleet emissions vs weight. It's also the same reason RAM exists. RAM was a Dodge trim level. Chrysler lost an EPA criminal case (for like the 4th time) and some execs went to prison. They declared bankruptcy, and then sold off their brands to Stellantis who I beleive was responsible for splitting the brands to help with fleet emissions.
