Bitcoin will always be a free asset, in other words, they can't control its circulation. What they can do under a cbdc regime is close all of the on ramps. You will be able to buy and sell with it and convert it to cbdc, but you won't be able to buy bitcoin with a cbdc. That will eventually close it off to most people unless they can work for it or live in a place where bitcoiners have fostered a circular economy.
