We cannot know anything with certainty. This is a philosophical truism since Plato times at least. Therefore everything is theoretically possible, both yours and mine theories.
Maybe we also live in a universe-wide simulation of an alien specie with orange tentacles, but we cannot prove it. 😹
At an ontological level everything is just opinion, but we should cut the cake of reality somewhere...my personal take is there isn't a coherent and persistent collusion among different civilizational states/regions or their rulers, neither an uncontested invincible great plan for world domination that involves every top player in the world.
I believe in a kind of contested western/anglozionist/euro-angloamerican/globalist elites (..call whatever you want) plan for "world domination" that is evolving in the last 3 centuries with up and downs and different internal schism / civil wars. Nothing too much coherent and inevitable provided that power corrupts and as I said previously in every human secret and open organizations, factions always tend to emerge and start to fight each others.
Collusion is always temporary and precarious.
