The thing about a "voluntarily funded governments" is that people who would willingly participate in that are self-selected to generally adhere to the general rules of said voluntary government. These kinds of things have been fairly fleshed out conceptually, and also we have some historical corollaries in various parts of the world at times.

Sure, where there are humans, there is strife of some kind, but I really think that most people in the world wouldn't be the horrible Mad Maxians many fantasize about. Sure, with the current trial tensions being stoked, that is much more likely to happen, but . . . that is being artificially put on all of us. Without that, there would be so very little to make things lean towards the nastiest parts of the lobster bucket.
