You are correct to a degree. I think we need to invoke it once & see what happens. In over 200 years since the founding of America as far as history recalls it was never invoked until 2018 with the legalization of cannabis in colorado.
Then again no proof was ever shown to show 60% of the states population got out of their house & went to the congressmens office in protest so it could all be smoke & mirrors. I think any state should try the procedure of ballots & use the right to bring an AI law into court to be removed.
