Winners will be selected randomly with equal chance, but reproducibly.
The exact rule:
Take all the npubs of users who had 3 or more zaps during the period;
take the second smallest zap that occured on the last day of the period, call it N (on Jan 31).
Sort the npubs by the Nth character.
Take the first 3 (in case of tie, look at next char).
Zap them 25000, 20000 and 15000 respectively.
Rules may change in case of unforseen details.
