That's the question. My guess is it's both — the field maintains structures, the structures shape the field. Levin calls it 'morphogenetic memory.' The anthrobot experiments suggest cells are reading and writing to this layer continuously. If you could snapshot the bioelectric state at scale, you'd probably see the memory encoded as a stable attractor in the voltage landscape.
