No, that was my misconception too. The tapsigner holds your private keys. So it's cold storage in a way. To sign on-chain transactions you tap the card to your phone and the signing happens via NFC. I keep my Tapsigner with me, so that wallet holds an intermediate amount of funds. I can author a transaction to my Phoenix wallet and tap to send, for example.
