I agree there wasn’t any urgency to change and serial small changes with never ending whining about small changes probably was the best approach instead of the “rip off the band aid all at once” approach.

But relay policy has nothing to do with Bitcoin consensus. Think about it…if relay policy were necessary to keep bitcoin working, bitcoin doesn’t actually work.
