I think electric radiators would be safer, faster, and more efficient than water or steam based ones. A boiler can explode. We already have electricity throughout.
And what I mean by more points of failure is that you have multiple small heaters to manage instead of one big one. The benefit is that you have one thing to maintain, but the drawback is that when it breaks, you have no heat at all. If each room has its own heater, when one breaks, the rest of the house still has working heaters.
You've got me thinking though, I wonder how efficient it would be to just expose pipes and circulate hot water through them with a slightly upgraded water heater. With inline heating, you wouldn't have any explosion risk hmmmmm you know what color me convinced
