What I think people mean is that Bitcoin isn't a SoV (or at least not a good one) because of it's short term volatility. THAT I think is an attribute of an emerging money.
But that's relative. To someone who paid $1 per 100M sats and held, it's the best there's ever been. I think that's true for everyone long term but who knows.
